It's one of those things. We seem to only take notice when it isn't there...or when it's done poorly. Cover art (not liner notes) on our favorite soundtrack releases does have its marketing value but beyond that it's nice to have a cover that is evokes memories of the film, show, or game. It's the only visual connection the owner has, so the cover art shouldn't be skimped upon.
